The Missouri Department of Agriculture has funds available to assist Missouri Specialty Crop Producers with the inspection cost associated with Good Agricultural Practice (GAP) and Good Handling Practices (GHP) Certification. The GAP/GHP Certification Cost-Share Program is funded through the USDA Specialty Crop Block Grant Program. The program will provide cost-share assistance to producers and handlers receiving one year of certification/renewal completed by a USDA accredited certifying agency beginning June 15, 2015 and ending August 30, 2017.

Section 101 of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C 1621 note) and amended under section 10010 of the Agricultural Act of 2014, Public Law 113-79 (the Farm Bill) defines specialty crops as “fruits and vegetables, tree nuts, dried fruits, horticulture, and nursery crops (including floriculture).” Eligible plants must be cultivated or managed and used by people for food, medicinal purposes, and/or aesthetic gratification to be considered specialty crops. Processed products shall consist of greater than 50% of the specialty crop by weight, exclusive of added water.

Allowable Costs

Only the costs for GAP or GHP inspections/audits completed during the cost-share period beginning June 15, 2015 and ending August 30, 2017 are eligible. Reimbursement requests must be postmarked by September 15, 2017. Separate applications and receipts or invoices are required for each request, including the unannounced second inspection that is required within a year. Reimbursement rate is 75% of GAP/GHP audit cost and/or second inspection, up to $750 for each certification, classification of certification, or annual renewal.

Based on the receipt of the completed application packet by the Missouri Department of Agriculture, reimbursements will be on a first-come, first-served basis until the limited program funds are exhausted.
