Large Carnivore Program

The Division of Animal Health, Large Carnivore Program under the authority of the Large Carnivore Act (RSMo 578.600 – 578.624) and 2 CSR 30-9.040 & 09.050, regulates the ownership and care of large carnivores throughout the state. The Large Carnivore Program oversees the responsible ownership and care of large carnivores in Missouri. Through this program, the Department regulates ownership of species including tigers, lions, jaguars, leopards, snow leopards, clouded leopards, cheetahs and any hybrids of those, as well as captive, non-native bears. The Department ensures that owners meet state standards regarding housing, veterinary care, safety, identification and recordkeeping for those animals.

On December 20, 2022, the Big Cat Public Safety Act was enacted by the federal government to end private ownership of big cats as pets and prohibit public contact with big cats of any age. Individuals or entities possessing big cats prior to the enactment date were required to register with the U.S. Fish and Wildlife Service (USFWS) prior to June 18, 2023, unless covered by an exception specified. Exceptions can be found on the USFWS website.

To own a large carnivore in Missouri, the owner must have a permit issued by the Division of Animal Health for each animal and be a USDA-licensed Class C Exhibitor or USFWS-qualifying wildlife sanctuary. Permit holders must be Missouri residents 21 years of age or older. Each permit shall allow the applicant to own and house one (1) animal for one (1) calendar year, January through December, so long as the applicant adheres to the requirements set forth in the regulations. Requirements for receiving and/or renewing a permit include:

  • A completed application for a permit. Large Carnivore Permit Application
  • Submitting an acquisition fee of $250 per large carnivore. Renewal fee of $100 per large carnivore.
  • A disaster response and evacuation plan for each large carnivore.
  • A complete inventory of each large carnivore, organized by species and including the microchip identification information for each animal and full body photographs.
  • Proof of insurance as required in the Large Carnivore Act and regulations (2 CSR 30-9).
  • A completed Program of Veterinary Care signed by an USDA Accredited Veterinarian.
  • A copy of an USDA Class C License certificate or certificate from USFWS.
